Welcome to the Highways Service Information Centre
Shared e-scooters operated by Spin are part of Essex County Council's Safer, Greener, Healthier campaign, and part of the UK's nationwide e-scooter trials. The service is only available to adults (18+) and who have a valid full or provisional driving licence and who have registered with Spin via their app, so they are covered by insurance, like with any car. They are not toys for children. It's imperative that only the account holder rides the e-scooter. If someone else other than the account holder is riding the e-scooter it will be uninsured. Both the rider and account holder will be liable for £300 fine and 6 points on their driving licence. Do not at all times let your family or friends ride by using your account to protect everyone's safety.
As part of our Safer Greener Healthier campaign, we’re working with Spin on electric (e) scooter trials. All six schemes in Basildon, Braintree, Brentwood, Chelmsford, Clacton and Colchester are running until March 2022 apart from Clacton which will conclude by the end of October 2021.
One of the key aims of the trials is to provide a socially-distanced and safe way for people to travel thereby reducing the number of short car journeys made. Rider data reveals that Spin e-scooters are most often used for short journeys, on average 3km in distance and 23 minutes in length with 82% of riders stating they have used a Spin e-scooter to replace a solo drive car journey at least once already.
You can provide feedback by talking with your local County Councillor or District Councillor, or by email to escootertrials@essex.gov.uk.
