Full terms and conditions for temporary housing development signs (THDS)

These terms and conditions must be met for the consent to be granted and for the consent to remain valid:

Design criteria

  1. The signs must be in accordance with diagrams 2701 or 2701.1 and their permitted variants as described in The Traffic Signs Regulations and General Directions (TSRGD) 2016.  This must comply with Table 3 or 4 of BS EN 12899-1:2007, or any subsequent issuing or amendments to this publication.
  2. The signs must be yellow with black lettering
  3. The use of any other colour scheme is not permitted
  4. The use of a developer’s name or logo is not permitted
  5. The only wording allowed on the signs is the name of the development with the standard house symbol.  We do not allow “Health Care/Residential Home / Retirement” or Sales/Deliveries
  6. The lorry symbol in TSRGD diagram 804.1 may be used to direct traffic along a more environmentally appropriate route/ route avoiding local restrictions on heavy traffic, if necessary and HGV Delivery signage is permitted by exceptional agreement only
  7. Sign face to be retroreflective
  8. It is not necessary for the signs to be lit

Location and mounting criteria

  1. Signs may not be located on the following:
    1. Any Warning signs
    2. Speed Limit Terminal signs
    3. Other regulatory signs, where additional signage may cause a risk of confusing/distracting drivers
    4. Level Crossing Warning signs
    5. Any electronically operated sign e.g. school or fire station, amber wig wags or advance signs relating to the above. 
    6. Traffic Signal Posts
  2. All temporary signing must not obstruct and sightlines at side roads/roundabouts/traffic signals etc.
  3. Signs should be set at least 450mm from the edge of the carriageway.  The lowest part of the sign plate should be mounted at least 2.2 metres above a footway and 2.4 metres above a shared use footway / cycleway
  4. Signs are only permitted on Lamp Columns where consent from Asset Management has been provided
  5. Free-standing signage and/or the use of 3rd party apparatus will not be permitted.
  6. The applicant must also ensure that in addition to the above, the proposed location of signs does not obstruct any other traffic signing and will not itself be obstructed by vegetation

Conditions

  1. ONLY those signs in the Schedule and to the design submitted, are to be erected.
  2. All signage must have a label on the reverse advising of the install date and approval reference, this must remain throughout the time the sign is permitted to be on the highway.
  3. No other signs related to the development may be erected on the highway by the Applicant or any other persons without consent.  Any unlawful signing to the development may make any consent void and ECC, as the Highway Authority may instruct immediate removal of approved signs and may refer to our Enforcement Team and/or consider prosecution for the illegal signage.
  4. Signs are only to be erected and removed by a contractor or organisation which has public liability insurance of £10 million to carry out works within the public highway and the staff engaged have the appropriate accreditation to undertake the work.
  5. The signs and fittings are to be supplied by the applicant and the removal of the signs will remain the applicant’s responsibility.
  6. The signs MUST be removed WITHIN 3 months after construction has completed and you must inform ECC as soon as is practicable of that date.
  7. All temporary signing must not obstruct any sightlines.

  9. The applicant must ensure the proposed location of signs does not obstruct any other traffic signing and will not itself be obstructed by vegetation.
  10. Approval may be withdrawn at any time at the discretion of the Highway Authority
  11. The person(s) responsible for the erection of the temporary signs will indemnify the Highway Authority against any liability, loss, damage or proceedings arising from the erection of the signs
