About the works

As part of the new housing development on the land east of Halstead Road (planning ref 15/01234/OUT), Linden Homes will be carrying out improvements to the junction of Halstead Road/Frinton Road and Holland Road/Frinton Road in Kirby Cross to manage traffic generated from the new development. These improvements are outlined on Drawing No. LHE132/1017 included in the Document Section below.

The planning consent requires the Halstead Road/Frinton Road junction to be upgraded to traffic signals with pedestrian crossing facilities at the junction of Frinton Road/Holland Road and the Eastern Arm of Frinton Road outside the shops. 

The works also include the relocation and upgrading of existing bus stops, one on Frinton Road will move approximately 40m further east and will include a new digital information board, shelter and level access to buses. Existing bus stops on Halstead Road will be relocated and will have new bus cages markings on the road to preventing parking as indicated on the plan. 

Bollards are to be installed adjacent to the pedestrian crossings outside the shops and the current double yellow lines will remain to prevent parking on the adopted highway.

The developer will carry out the work in phases with the following proposed traffic restrictions as outlined below:

Phase 1:

5 September 2022 to 26 September 2022

Removal of a traffic island on Frinton Road between Halstead and Holland Road. These works will be done under a night time closure of Frinton Road (approximately between the hours of 7pm and 6am) between these junctions.

Following the night time closure UKPN and BT will be onsite during the day completing service diversion in preparation for the main works. These works will be done during the day under localised Traffic Management.

Phase 2:

26 September 2022 to 16 December 2022

Construction of a new left turn lane heading southbound onto Holland Road, from Frinton Road. Installation of the new traffic signals, the removal of the bus shelter on Frinton Road, the relocation of the village sign and associated new signage. 

These works will be completed under a mix of multi way lights. These will be altered throughout to suit area of construction.  

Phase 3:

9 January 2023 to 5 February 2023

Installation of new bus shelter in Frinton Road, new ducts in Halstead Road and tactile paving and kerbing in Holland Road to be completed under temporary traffic signals from 9 January 2023. 

Night-time road closures in Halstead Road and Frinton Road are required for road planing and resurfacing. Closures are due to take place on the following dates:

  • Tuesday 24 January – Wednesday 25 January 2023
  • Thursday 26 January – Friday 27 January 2023
  • Monday 30 January 2023

Please note these works are weather dependant.

Appropriate diversions will be in place during road closures. 

Traffic management will be reviewed and adjusted where necessary according to the works being undertaken and dates may be subject to change if the works are affected by poor weather or if unexpected issues arise.

Drivers are recommended to allow additional time when passing through the area and observe all signage in place.
