During September 2023, sections of the A129 Southend Road, Sun Street, A129 London Road and Laindon Road were programmed for machine surfacing improvements.

This treatment takes longer than other resurfacing options as it requires the original surface layer to be removed and replaced, however it does provide a deeper and more substantial surface which is well suited for heavy traffic. 

These works were successfully completed in phases and overnight to minimise inconvenience.  We would like to thank local residents and businesses for their patience and support while we worked to improve our roads.

About the scheme

Sections of the A129 Southend Road, Sun Street, A129 London Road and A176 Laindon Road in Billericay have been identified for carriageway surfacing improvements.

As a traffic sensitive location, the work will be carried out overnight with the support of temporary road closures operational between the hours of 8pm and 5am.

Restrictions will be removed during the daytime so that normal traffic flows can resume, to reduce inconvenience as much as reasonably practicable.

Road closures for these works are necessary as machine surfacing requires planing off the existing carriageway layer and removing the material from site. The planed area will have the manholes and gullies adjusted and replaced if required. A bitumen spray coat will then be applied and the new surfacing laid. The surfacing will consist of either one or two separate layers, dependent on the shape and condition of the underlying road structure. This is a more substantial, deeper new surface than some other treatments.

Drivers are advised to take extra care when travelling in the area and allow additional travelling time as diversions will be in place when overnight road closures are operational.

What is involved and how it may affect you

The work is being planned in phases taking place overnight between the hours of 8pm and 5am from 31 August 2023 for approximately 12 nights (excluding weekends). Traffic restrictions adjusted according to activities taking place.

Pedestrian access will remain unaffected.

Properties and businesses can be accessed from either side of the closure points via the diversion as vehicles will not be permitted to pass through our works. Efforts will be made to maintain vehicle access for residents whose properties are situated within the closure points, however please be aware that delays may be experienced depending on activities taking place. No through-access will be provided.

Phase one:

Completed

Resurfacing a section of A129 Southend Road, Bell Hill roundabout junctions and incorporating Weir Wynd and Fairview junctions.

Overnight closure of Bell Hill roundabout to Chapel Street roundabout. Diversions will be in place from A176 Noaks Corner/Kennel Lane roundabout, Bell Hill Close and Chapel Street roundabout.

Access to High Street maintained via diversion.

Phase two:

Completed

Resurfacing a section of A129 Southend Road and Bell Hill roundabout.

Overnight closure of Bell Hill Roundabout to High Street roundabout. Diversions will be in place from A176 Noaks Corner/Kennel Lane, Bell Hill Close and Hillside Road.

Access to High Street maintained via diversion.

Phase three:

Completed

Resurfacing of Chapel Street roundabout and Sun Street.

Overnight closure of Sun Street from junction with B1007 High Street/A176 Laindon Road to Chapel Road roundabout. Diversions will be in place from Bell Hill roundabout and Hillside Road.

With the use of 3-way temporary traffic signals to be used on High Street roundabout. Access to High Street maintained via diversion.

Phase four:

Completed

Resurfacing of A129 London Road and A176 Laindon Road from Burghstead Close to Catholic Church, including High Street roundabout.

Overnight closure from Tye Common Road to Chapel Street roundabout, including the B1007 High Street roundabout. A176 Laindon Road will also be closed from the roundabout up to the fire station. Diversions will be in place from Western Road, Alma Link, Chapel Street roundabout and School Road.

No vehicle access to High Street between St Ediths Lane and High Street roundabout.

Please note that surfacing works are subject to weather conditions being suitable so dates may change at short notice. The latest information will be reflected on site signage, with updates reflected on this webpage.

Bus operators have been informed of our proposed works so that they can consider changes to their operations if required.
