The Albert Roundabout Active Travel Improvement Scheme

Background

The Albert is a roundabout in North Colchester that connects Colne Bank Avenue, Cowdray Avenue and North Station Road.

It is an important junction as it provides strategic routes for many residents to Colchester Station and Colchester Hospital in the North from the City Centre in the south and vice versa.

This scheme forms part of a wider package of Active Travel projects being undertaken to better connect Colchester, creating east-west and north-south links across the city.

The project is being funded by a combination of Active Travel England Funding - money received from the government in 2020/21 dedicated to rolling out new cycling and walking routes across Essex - and Essex County Council investment.

Previous Consultation

The Albert Roundabout scheme was included in the 2021 Active Travel Fund consultation.

In this consultation, a north-south active travel route (shown on the left) was proposed supporting a better link between the city centre in the south and the main railway station for Colchester in the north.

The Albert Roundabout is an important junction on this route, and this scheme is a step towards the delivery of the complete north-south active travel route.

Support was received for the north-south active travel route in the consultation, with the majority of respondents agreeing that the route would support more cycling and walking in the area.

Recently, two briefings were held with local councillors/members and identified key stakeholders. The feedback received is now being considered as part of the detailed design development.

Current situation

There are currently a set of shared-use walking and cycling paths and toucan crossings in place. However, the walking and cycling experience is hampered because:

  • The existing crossings are two-stage crossings, requiring users to wait for a second green light in a central ‘sheep pen’ in the middle of the carriageway which is too small.
    • These two stage crossings are particularly problematic for cyclists as they require sharp turns on the splitter islands.
  • Because of this, cyclists are not using the current crossings and instead are cycling around the roundabout on the road.
    • This increases the risk of conflict with motorists, and there is a known collision history at the Albert roundabout which this scheme will help mitigate.
    • This also discourages less confident cyclists, those with younger children etc

Project aims

To address the current issues, we have identified four aims for The Albert roundabout scheme:

  • Improve journeys across the roundabout for pedestrians and cyclists, promoting active travel by making it safer and more convenient for residents to walk and cycle.
  • Deliver future-proofed active travel infrastructure by ensuring the scheme connects to all existing/planned active travel infrastructure in the area.
  • Make The Albert roundabout safer by providing improved crossing provision for cyclists, encouraging cyclists to avoid the circulatory carriageway to minimise conflict with motorists and improve the collision history.
  • Make The Albert roundabout safer by providing refreshed road markings for motorists.
  • Retain the current carriageway capacity and do not increase congestion.

Proposals

To achieve our aims we are proposing:

  • Widened shared-use pedestrian and cycle paths (at least 3 metres wide in all areas)
  • Two new single-stage, widened toucan crossings on the east and west arms of the junction
  • Widening/narrowing and realignment of the splitter islands where necessary
  • A new refined greenery/planting strategy
  • New and refreshed signage
  • A lifting of the tree canopy on Cowdray Avenue to prevent branches blocking forward visibility of traffic signals
