Purpose of temporary signs directing to a Housing Development

The purpose of temporary signs is to manage local traffic flows by directing potential buyers by the most appropriate route to a site they are already actively seeking. It is not the purpose of these signs to provide free advertising on the highway.

They can only be located from the nearest A or B roads and not further afield.

Please note we are not responsible for

  • A12
  • A120, between the M11 junction and Parkeston roundabout in Harwich
  • M11 and M25
  • A130, between A12 & A1245

It is assumed that basic directions will have been given to construction traffic and prospective buyers and the signs are therefore to confirm that drivers have reached their destination.

Signs for Sales and/or delivery vehicles will not be given consent, however HGV delivery signage will only be approved in exceptional circumstances only.

How long they are valid for?

The consent is only valid for 6 months.

Further extensions can be applied for, until up to 80% of the properties have been sold.  Applications should be applied for 3 weeks before the end of the current consent and approval will only be potentially granted for the original signs approved.

All temporary signage must be removed within 3 months of completion of the development.

What is required?

Completed application form. 

You will need to know;

  1. location of the site (including postcode)
  2. name of the site; as appearing on the signage
  3. site/scheme reference number with Essex Highways
  4. name of the Developer
  5. and if applying for a renewal; the percentage of properties sold

Required documents

  1. Street plan showing; -
    1. the locations of the signs and the site,
    2. the signs should be clearly marked with the correct symbol,
    3. a directional arrow with the name of the development ONLY
    4. the road numbers and/or names must be visible and readable
  2. A schedule, advising; -
    1. number of sign (which must correspond with number on street plan)
    2. what is the sign being placed on, Lamp Column (provide number*), ADS Sign-post / Other street furniture (please state what)
      *if column is not numbered please use our website to locate the number
    3. snap shot from google of what the signs will be located on
    4. size of signs
  3. Public liability insurance details for a minimum value of £10 million

Please note: Signs are only to be erected by a contractor or organisation which has public liability insurance of £10 million to carry out works within the public highway and the staff engaged have the appropriate NRSWA accreditation qualification to work on the public highway to undertake the work.

Application form explanations

The term ‘applicant’ is the company applying for the temporary housing development signs to be placed on the public highway.

The applicant will be responsible for the maintenance/replacement/erection/removal of the agreed signage.

We will not be held liable for signs which are removed or for signs which are damaged during routine maintenance or by third parties.

Steps involved

  1. Ensure you have read the Full Terms and Conditions your application must meet the criteria and you must agree to adhere to our terms and conditions.
  2. Complete application form, upload the required documents and make payment for the application fee.
  3. We will review your application and either;
    1.  request further information or clarification.
    2.  provide consent for sign(s) to be installed at requested location(s).
  4. After locations have been agreed, plans will be sent through to the Development Management Team to monitor.

How long does it take?

It can take up to 15 working days to review the application, obtain additional information if required and respond.

Please note: No signs to be placed on the public highway until consent from the Highway Authority has been given.
