About the scheme

As part of the planning conditions for the 'Chelmer Waterside Peninsular' development (planning reference 16/01630/FUL), Taylor Wimpey are required to carry out highway works to improve vehicle capacity, journey times and provide formal pedestrian crossing facilities to enable the public to navigate the junction more safely.

In preparation for these improvements at the junction, a number of utility companies will need to divert their underground services.

Highway works relating to this scheme will be carried out in a number of phases, with traffic management varied according to activities being carried out to minimise inconvenience to residents, businesses and the travelling public as much as reasonably practical.

How it will affect you

Following preparations carried out in 2023 to divert various utility supplies in the area, we can now confirm that the developer has begun to carry out highway improvements.

This involves installing new traffic signals, improving pedestrian crossing points, road widening and upgrading drainage and street lighting at the Springfield Road/Navigation Road junction.

These works began on 2 April 2024 and are expected to continue until the end of June 2024. Please note that the temporary traffic restrictions will be adjusted and moved as work progresses to keep the impact to drivers, residents and businesses to a minimum.

Dates may be subject to change if the works are impacted by poor weather or if unexpected issues arise.

Please note that access to Bond Street car park will be unaffected by these works.

Unplanned daytime closure: Tuesday 25 June northbound closure on Springfield Road between 9.30am and 4pm for urgent repairs.

Daytime closure: Thursday 27 June (starting midday), running into the overnight closure on 27 June 2024.

 

  • Temporary closure affecting a short section of Springfield Road for vehicles travelling northbound between the Tesco Delivery/recycle centre service road and Navigation Road junction. Access to businesses and individual property will be maintained.  All other vehicles will be required to follow the diversion route.
  • Temporary traffic lights will also be needed to manage flows travelling southbound and at the Navigation Road junction while contractors install new traffic signals, improve pedestrian crossing points, widen the road and upgrade drainage and street lighting.

Overnight road closure on 27 June 2024.

Closures will be operational between the hours of 8pm and 6am.

Please note surfacing works require reasonable weather conditions for the treatment to be effective.  If conditions are considered poor then dates may be subject to change at short notice.

  • Full night road closures will affect Springfield Road and Navigation Road junction for the final resurfacing phase, as well as the closure of Navigation Road between Springfield Road junction and Wharf Road.
  • A signed diversion will be in place and advertised in advance.
  • During overnight works the contractor will endeavour to keep noise levels reduced after 11pm as much as reasonably practical by carrying out less noisy operations for the remainder of the shift.

  • Pedestrian access through the junction and to premises will be maintained throughout. 
  • Vehicular accesses will be maintained to properties within the works, however temporary accesses may be necessary during various stages of the scheme.
  • Drivers are recommended to take additional care and to allow extra time when driving through the area, observing signage in place. 

Passenger Transport

Bus operators will be informed of the work programme so they can consider adjustments to their services if appropriate.
