E-scooter trials in Essex

Important information

Shared e-scooters are a key component of Essex County Council’s Safer, Greener, Healthier campaign and are part of the UK’s nationwide e-scooter trials. This service is exclusively available to adults (18+) who possess a valid full or provisional driving licence and have registered with the e-scooter provider via their app. This ensures they are covered by insurance, similar to car insurance.

Important safety information:

  • Not for children: e-scooters are not toys and should not be used by children.
  • Account holder only: only the registered account holder is permitted to ride the e-scooter. If someone else rides it, the e-scooter will be uninsured.
  • Safety first: never allow family or friends to use your account to ride the e-scooter. This is crucial for everyone’s safety.
  • Legal consequences: both the rider and the account holder could face a £300 fine and 6 points on their driving licence if the e-scooter is used by someone other than the account holder.

By following these guidelines, we can ensure a safer and more enjoyable experience for all users.

Changes to Essex’s e-scooter trial

Essex’s e-scooter trials in Basildon, Colchester and Chelmsford are now operated by Dott. The trials come at no cost to Essex County Council or the participating districts.

Spin Mobility Ltd, part of the Ford Motor Company, was originally selected to operate the e-scooter trials in Essex in the Autumn of 2020 with the first fleet deployed in December 2020 in Basildon. In Spring 2022, Spin globally became part of TIER Mobility AG, Europe’s leading shared micromobility provider. With this change, TIER and Spin became the world’s largest multimodal micromobility operator, with a global footprint of 300,000 vehicles across 520 cities, towns and universities in 21 countries. E-scooter trials similar to Essex’s scheme are running in York and across London working with Transport for London.

In summer 2024, Tier merged with another micromobility company called Dott and all e-scooters operating as part of the Essex trial are now being rebranded as Dott.

Essex County Council has agreed for Dott to manage the trials until their current end date of May 2025. TIER’s vehicles have been transitioned to Dott’s in all areas.

Users need to download the Dott app from their relevant app store. Spin riders will not be able to access the scheme with the existing app. Any credit with Spin will be refunded in full.
