About the scheme
In 2010 planning permission was granted by Chelmsford City Council to construct between 650 and 750 dwellings to the land around Belstead Farm Lane. The works for the development are currently underway.
In order to manage the increased traffic, the developer was required to widen Colchester Road to two lanes in to Chelmsford between Boreham interchange and the Sainsbury’s roundabout.
Works include installing a new lane on the southern side, alterations to bus stops, street lighting upgrades as well as drainage improvements, resurfacing works and undertaking carriageway alignment changes on White Hart Lane junction of the Sainsbury’s roundabout.
When will the works take place?
Works commenced on Wednesday 12 September 2018, the work will be undertaken in a phased approach. Works are anticipated for completion in autumn 2019.
Works will be undertaken whilst maintaining a lane in both directions where possible, Monday to Saturday. Where it is not possible, works will be carried out during off-peak times.
Where road closures are necessary during the works, diversions will be sign posted. Closures will be kept to an absolute minimum.
Please note that advertised dates may be subject to change if affected either by poor weather or if unexpected issues arise.
How will it affect you?
To facilitate these works, the southern footpath and cycleway will be temporarily closed due to the available working width and while the footpath is being reconstructed.
Pedestrians will be required to use the northern footpath whilst the works take place, while cyclists may use the main carriageway or dismount for the relevant stretch.
Provisions for pedestrians will be in place to facilitate the existing crossing point.
The bus stop on the southern side will be temporally relocated whilst works in the area are undertaken.
Traffic Management
Advance signage/information boards will be displayed on site keeping members of the public updated.
Throughout the various work phases, temporary carriageway restrictions, including two-way traffic lights and overnight closures may be required.
A temporary 30mph limit will be applied on both White Hart Lane from Colchester Road roundabout for a distance of approximately 125m in a north-westerly direction and Colchester Road from White Hart Lane roundabout for a distance of approximately 460m in a north-easterly direction.
We recognise this is a traffic sensitive site and measures have been put in place to minimise disruption.

The developer/contractor will provide the necessary updates to any affected local residents, businesses and interested parties in advance of the works, including the on-site signage.
