About the scheme

As part of planning conditions for the development of properties on the land South East of Horndon Hall / Tilbury Road, West Horndon improvements to the local highway are required.

The works are to facilitate the construction of a new roundabout to the Tilbury Road / A128 junction along with improvements to the surrounding footways and the construction of a new footway along Tilbury Road. This will help with the connectivity to the new development on Tilbury Road and Station Road which has a footway connection to the closest rail station.

Preliminary works to clear and prepare the site will start on Wednesday 1 March 2023 after which construction on a new larger roundabout will begin and is anticipated to be completed in July 2023.

What is involved and how it may affect you

The developer will carry out the work in phases with the following proposed traffic restrictions as outlined below:

Provisional dates
Works and proposed traffic restrictions

Phase 1:

1 March to 23 March 2023
Preliminary works on Old Tilbury Road with minimal carriageway incursion. Give / take priority will be in place to manage traffic.

Phase 2:

6 March to 18 April 2023

Offline works on A128. No carriageway incursion. Verge and footway works only.

Any disruption to footpath routes will have alternative safe routes provided and onsite contractors will provide direction/assistance where required.

Phase 3

21 March 2023 to July 2023

Works on the A128 to construct the new roundabout will commence with some carriageway incursion.

A reduced speed limit of 30MPH will be in place on the A128 for the duration of the works. The reduced speed limit will allow the contractor to carry out the works whilst two running lanes are maintained

Drivers are recommended to allow additional time when passing through the area and observe all signage in place.

Please note that dates will be advertised when they are confirmed by the developer.  They may be subject to change if the works are affected by poor weather or if unforeseen issues arise. The latest information will be reflected on site signage and updates on this webpage.

Further information

The developer/contractor will provide the necessary updates to any affected local residents, businesses and interested parties in advance of the works, including the on-site signage.

This webpage will continue to be updated as new information becomes available as the scheme progresses.
