About the works
Chelmer Waterside is a large expanse of land to the east of the city centre which includes industrial use and the former gasworks on Wharf Road. Chelmsford City Council are in support of this a housing-led development, as per their Local Plan.

In support of this, changes will be made to the highway network.
The following works are currently planned:
- To improve the safety on Baddow Road entry and exit junctions where it meets Parkway, slight narrowing will take place on two eastbound lanes on Parkway, and at the Baddow Road exit junction. These works will improve the visibility of Baddow Road’s exit junction onto Parkway.
- To install a new pedestrian crossing point on Baddow Road as well as deterrent paving on Parkway to prevent pedestrians from walking on an unsafe and disconnected footway.
- Introduction of a 20mph Zone on Wharf Road enforced with speed table and traffic island traffic calming features to improve the safety of Wharf Road.

Parkway – temporary lane reductions (eastbound lane closure to left lane only, towards Army and Navy roundabout)
Including left lane reduction on Odeon Roundabout to prevent bottlenecking on the roundabout.
These works will consist of:
- Kerb line alterations
- Anti ped slabs being installed
- Installation of visirails
- Footpath re-surfacing
- Realignment of drainage
Please note that during these works Baddow Road Car Park will remain open for use.

Full closure overnight eastbound on Parkway (towards Army and Navy Roundabout) each night to realign the centreline road markings to the new lane widths.
Local diversions will be in place.
During the full overnight closure of Parkway (eastbound) there will be no access to Baddow Road Car Park.

With the support of multiple phased temporary traffic signals, a 20mph zone on Wharf Road will be installed, including traffic calming features in the form of speed tables and island.

Much of the above works are due to be carried out during the school holidays when traffic is traditionally lighter at peak times.
Efforts will also be made to keep inconvenience to a minimum, utilising the long daylight hours to complete the works as quickly and efficiently as possible, working seven days a week between the hours of 7am and 9pm on weekdays.
Pedestrian access will be maintained throughout these works, via a diversion route.

Bus operators will be informed of the work programme so they can consider adjustments to their services if appropriate.
